Washington, D.C. -- The National Retail Federation (NRF) told the Senate on March 26 that it’s time for an overhaul of the nation’s credit- and debit-card system, saying banks’ insistence on cards that use a signature instead of a Personal Identification Number (PIN) puts merchants and their customers at risk.

Washington, D.C. -- The U.S. Appeals Court for the District of Columbia of Friday overturned a lower court's decision in July that favored the merchants and was a setback for banks. The National Retail Federation expressed disappointment with the decision, which will keep the Federal Reserve’s cap on debit card swipe fees at 21 cents rather than reducing it to a lower level.

According to the National Retail Federation (NRF), February 2014 retail sales, which exclude automobiles, gas stations and restaurants, increased 0.2% adjusted month-to-month and 2.3% unadjusted year-over-year.

In a prepared statement issued in response to reports that President Obama will propose a change in federal overtime rules, David French, senior VP for government relations for the NRF, said current overtime rules have been in effect for 10 years and are working.
