Tanger names new EVP and general counsel

A real estate legal mind who has spent the last 10 years as a corporate counsel in the industry has been named EVP, general counsel, and secretary of the nation’s leading operator of outlet center.

Jessica K. Norman will now lead the legal organization of Tanger Outlets, watching over its corporate governance and compliance functions as well as its entire legal organization.

Norman comes to Tanger from Independence Realty Trust, where she served as general counsel and secretary before being named Chief Legal Officer. She spent a total of 10 years in high legal positions at the owner-operator of multifamily apartment properties nationwide.

"Jessica has a wide range of public company experience in the real estate industry across multiple legal functions, from securities filings and corporate governance to transaction financing, M&A, and regulatory compliance,” said Tanger CEO Stephen Yalof. “Her experience and leadership capabilities will immediately add value as we continue to grow our portfolio."

Norman, who holds a law degree and an MBA from Temple University, spent the early part of her career in private practice with various prominent law firms. Since 2021, she has served as a board member and co-chair on the Nominating and Governance Committee for the Ronald McDonald House Charities of the Philadelphia Region, which supports families on their children's medical journeys.

"I am excited to join a strong and driven leadership team that is implementing change to drive shareholder value," Norman said.

Occupancy rates at Tanger’s outlet centers—some of which have been adding high-end home goods brands to their tenant rosters—are above 95% on average. Stock dividends at Greensboro, N.C.-based company have been on the rise over the past two years.

Stephen Yalof spent six years as the director of Simon’s Premium Outlets division before joining Tanger four years ago.
