Texas' grocery costs were 9.7% below the national average in 2024.

A new analysis of grocery prices nationwide reveals that the Lone Star State is leading the rest of the country when it comes to food prices.

That’s according to a new study from packaging firm Food Label Maker, which found that Texas had the lowest grocery prices in 2024, coming in at an index of 90.3. The state’s grocery costs are 9.7% below the national average, making it the most affordable in the study. Even with a 27.16% increase over the past two years, Texas continues to offer significant savings on groceries.

Michigan ranks second with a grocery index of 91.6. Food Label Maker says the Great Lakes State stands out for its -0.98% decline in grocery prices over the last two years, making it the only state in the study to see a decrease.

Mississippi places third with a grocery index of 92.4. Despite its affordability, groceries in Mississippi increased by 22.22% over the past two years. The state’s higher-than-average per-person cost ($423.33) reflects localized supply challenges but remains lower than the national average.

Arkansas came in fourth on the list, with a grocery index of 92.7. Although groceries are among the most affordable at $282.46 per person, the state experienced the steepest price increase in the study, at 30.72% over two years. 

Kentucky rounded out the top five with a grocery index of 93.5. The state keeps costs affordable at $315.20 per person and shows stable pricing trends, with only a 13.51% increase over the past two years.

Perhaps unsurprisingly, Hawaii came in last on the list with an index of 150.1. Alaska (134.1), California (115.2), Massachusetts (114) and New York (112.3) rounded out the bottom five as the states with the most expensive groceries.

“With rising inflation, understanding where your state stands in terms of grocery affordability has never been more important,” said a spokesperson from Food Label Maker. “Access to reasonably priced groceries directly impacts the ability to maintain a balanced diet and make healthier nutritional choices. Consumers are increasingly focusing on stretching their budgets while prioritizing the quality and nutritional value of their purchases. This study provides valuable insights that can help individuals and families make informed decisions about their food shopping habits.”

For the report, Food Label Maker collected data from national databases and state-level reports focused on grocery prices per person for 2024 compared to grocery prices from 2022 for comparison. The full data can be found here.
