Wisconsin planning board overturns mall policy in Jo-Ann’s favor

Racine, Wisconsin’s planning commission has overturned the local Regency Mall’s policy to suit the signage requirements of new retailers there, according to a report in The Journal Times.



When J.C. Penney closed its doors at the CBL & Associates-owned mall, the vacant space was favorably distributed among three new tenants. All three, however, had issues with the space allotment for their signs.



Jo-Ann’s Fabric and Crafts asked to break out its lengthy title on two lines and signs, but the mall’s exterior signage ordinance allowed only one sign per side. The retailer argued that such a sign would be indecipherable and asked Racine officials to intercede.



Town Associate Planner Jill Johanneck agreed with Jo-Ann’s, telling the Racine Plan Commission meeting that “putting it all on one line would be ridiculous.” As a result, CBL submitted a new signage plan now under consideration by city planners.



“Because of the ambiguity in the Regency Mall standards … the staff has supported the deviation,” Johanneck told The Journal Times.



The two other retailers taking the J.C. Penney space requested signage variances, as well. Ross Dress for Less asked for and received permission for a sign that exceeded Regency Mall standards. Party City asked to place a slogan below the logo on its sign, but withdrew its request.
