Former Express exec new VP, HR at Quantum Health

COLUMBUS, Ohio — Quantum Health has appointed former Express executive Elliott R. Tobias as the company’s VP of human resources.

At Quantum, Tobias, who was EVP of human resources for Express, will be responsible for developing and executing strategies for talent acquisition and retention, leadership development, performance management and cultural support. He will lead efforts to assimilate talent into the company's culture and values structure, and to ensure stability of the company's differentiated business model of organizing work through socially cohesive teams. He and his team will also oversee recruitment and hiring, compensation and benefits, on-boarding and training, employee relations and communications and benefits administration.

Tobias has nearly 30 years of human resources experience. At Express, he led all aspects of the retailer's human resources function for its 16,000 employees across the United States, Puerto Rico and Canada. Prior to that, Tobias held numerous senior leadership roles in human resources with Limited Brands from 2001 to 2007 and with Macy's from 1986 to 2001.


He earned his bachelor of science in business administration degree from Emmanuel College, and holds a master of business administration degree from Columbia University. He is a member of the Society for Human Resources Management and the Human Resources Association of Central Ohio, and is a former board member of the Northeast Human Resources Association. He resides with his family in New Albany, Ohio.
