Claar charged with updating DeCA finance system

FORT LEE, Va. Victor Claar, the Defense Commissary Agency property manager, has been selected as the new program manager of the Defense Agencies Initiative in DeCA's program management directorate. In his new position Claar will guide DeCA toward replacing key legacy financial systems with a commercial off-the-shelf application.

"DeCA uses older financial systems - called legacy systems - that have numerous feeder systems and internal spreadsheets to maintain and report financial data," said DeCA's chief financial executive Pam Conklin. "These legacy systems involve manual processes which are subject to error and require time-consuming reconciliation. As DAI program manager, Victor will help us modernize our systems and processes, resulting in all departments managing data in a uniform manner and allowing the agency to maintain its ability to obtain clean audit opinions in future years."

Claar began his commissary career in 1977 and spent seven years each with the Air Force Commissary Service and the Army's Troop Support Agency in various jobs before joining DeCA in 1991. In 2005, he was selected as a Black Belt in DeCA's Lean Six Sigma program.
